Convênios institucionais: uma alternativa para descentralizar ações de saúde

As ações e serviços públicos de saúde e os serviços privados contratados ou conveniados que integram o Sistema Único de Saúde (SUS), conforme a Lei Orgânica da Saúde, são desenvolvidos de acordo com as diretrizes previstas no art. 198 da Constituição Federal (CF)1,2.
Os princípios que embasam o SUS podem ser divididos em duas categorias. A primeira inclui a universalidade e a integralidade de acesso a atendimentos e serviços, a preservação, a igualdade, a participação e a informação. Poderia ser denominada como “grupo dos direitos ou da ética”, com enfoque no indivíduo, no melhor atendimento, na igualdade e na integralidade do cuidado, da transparência e do atendimento2,3. A segunda categoria, em particular, relacionada a esta reflexão, trata do planejamento organizacional, das estratégias, da necessidade de uma ação racional de saúde, sempre com enfoque na programação e em estudos que determinem prioridades e riscos. A epidemiologia norteia o imprescindível para a descentralização, mas é evidente a problemática gerada pelos recursos mal conjugados, que impacta diretamente na organização e na capacidade resolutiva nos diferentes níveis de assistência2,3.
