Health Surveillance and safety in maternal and neonatal care: proposal of logic model

Abstract

Introduction: The promotion of patient safety in maternal and neonatal care services is a priority area for health policy in Brazil, because it contributes to reducing the morbidity and mortality of women and newborns. Objective: To elaborate a logical model based on the handbook Maternal and Neonatal Care Services: Safety and Quality, in which the National Health Surveillance Agency compiles specific recommendations for services whose target audience is pregnant and puerperal women, as well as their sons and daughters. Method: This is a qualitative, descriptive study, which used documentary analysis as a methodological procedure. The normative assessment sought to answer a script with twelve questions prepared by Bezerra et al. for program modeling. Results: It was evidenced that the integration between Health Surveillance and obstetric and neonatal care services is necessary, so that the desired effects can be achieved. Conclusions: The proposed logical model can be a useful tool, both for the organization and permanent
monitoring of services, and for professionals working in Health Surveillance. Additionally, it may enhance the recognition of the health surveillance contribution to the promotion
of maternal and infant health.

    Doctoral student in the Postgraduate Program in Applied Social Sciences at the State University of Ponta Grossa, research intern at the Institute of Hygiene and Tropical Medicine at the Universidade Nova de Lisboa, Master in Political Sociology at the Federal University of Santa Catarina, Lawyer with specialization in Public Management.

  • Zulmira Hartz, Instituto de Higiene e Medicina Tropical, Universidade Nova de Lisboa, Lisboa, Portugal

    Degree in Education from the Federal University of Rio Grande do Norte (1974), with a degree in Medicine from FESO-Rio de Janeiro (1979), master's and doctorate in Community Health from the Université de Montreal (1989 and 1993) and post-doctorate from École Nationale de Santé Publique-France (1997).

    She is a senior researcher in Epidemiology at ENSP / Fiocruz (retired), where she coordinated the Master's and Doctorate Programs in Public Health (1994-1996), later assuming the general coordination of postgraduate studies at Fundação Oswaldo Cruz (2002-2004) and the role of visiting professor in the Department of Social Medicine, University of Montréal (2004-2007), where she remains as a research associate at the Groupe de Recherche Interdisciplinaire en Santé (GRIS).

    Among the positions held are the director of the Departments of Communicable Diseases and Epidemiology, of the State Health Secretariat of Rio de Janeiro, and the deputy director of the National School of Public Health (Fiocruz). Independent consultant in the evaluation of health programs, policies and systems, also integrating the CNPq research groups - Assessment of the situation of endemic processes and control programs (Ensp-Fiocruz) and Health Management and Evaluation Studies (GEAS / IMIP) .

    She is currently a full professor and coordinator of the Health Evaluation Course in the Doctoral Program in International Health.

    Professor Dirceia Moreira holds a law degree from the State University of Ponta Grossa (1987), a master's degree in Social Relations Law from the Pontifical Catholic University of São Paulo (1997) and a doctorate in Social Relations Law from the Pontifical Catholic University of São Paulo (2004) . She is currently an adjunct professor at the State University of Ponta Grossa in the program (master and doctorate) in Applied Social Sciences and in undergraduate and graduate courses in the Law Course.
