Abstract

The theme has as its starting point the caring of people, groups, thinkers who have reflected on the overall functioning of Brazilian society. Especially after 1985, with the replacement of the military regime by a democratic regime, which became known as the New Republic. Analyzing the last (almost) 30 years, a social scientist said: "The dismantling of the New Republic" ... "is clearly being experienced early this century and millennium" ... "The institutions and political parties" .. . entered ... "in sharp collapse in a gale of popular demonstrations" ... "and lost ties with society".
These words become the subject of a question: how to operate the national government institutions, and in particular the health authorities, has served the social inclusion and health protection?
