Qualification of Municipal Sanitary Surveillances as a Challenge for the Management in the Practice of Actions for Health Promotion and Protection

Sanitary Surveillance (VISA) has its preventive nature as an essential characteristic. The 4th Regional Health Coordination of Rio Grande do Sul (RS) comprises two health regions, totaling 32 municipalities. This study aimed to carry out a situational diagnosis of VISAs for, through the knowledge of local realities, planning educational actions seeking to qualify these VISAs. This is a cross-sectional study conducted through the application of an adapted version of the electronic questionnaire provided by the National Health Surveillance Agency. The semi-structured questionnaire was sent in September 2014 to 32 municipalities. 24 municipalities (75.00%) participated. Some of the main difficulties identified were: lack of effective professionals performing only VISA actions; staff turnover; unawareness, from both the managers and the teams, of the financial resources available for structuring a local VISA. From the identified difficulties, the 4th CRS Health Surveillance alongside the Residents from the Multidisciplinary and Heath Disciplinary Residency Programs at the Federal University of Santa Maria-RS (UFSM-RS) organized a schedule for training technicians and managers of municipal VISAs. This training created a stronger relationship for assisting the activities developed in these municipalities.Downloads
