Abstract

This article presents partial results of a research that aimed to investigate, in a micro-region of northwestern Paraná, the process of implementation of the Health Surveillance (VS) in relation to the organizational model of Care Networks. A quantitative and qualitative method was used with a sample of qualified staff, managers and users of the Sistema Único de Saúde (SUS). This article presents the results of structured interviews with managers from 24 municipalities. Interviews data were processed through the content analysis and categorization technique. The results showed that areas of VS are working unevenly in the region, especially the Epidemiological Surveillance. A dependence of the municipalities on the federal and state levels, both in terms of financial and personnel resources, was also shown. Independent local actions consist, in general, of lectures at schools and of home visits by community health agents. We believe that VS is under construction in the region, with positive indicators by managers. The study showed the need for further research to understand in depth issues related to work teams and financial resources, as these were the most critical issues, at the local level, to consolidate VS.
